The Psychologist and Judgment Under Uncertainty

Daniel Kahneman is an Israeli-American psychologist, winner of the 2002 Nobel Prize in Economics for his work with Amos Tversky on judgment and decision-making under uncertainty. His major works include Thinking, Fast and Slow (2011) and Noise: A Flaw in Human Judgment (2021, with Olivier Sibony and Cass Sunstein). Kahneman's contribution is the documentation of systematic errors in human judgment: cognitive biases (anchoring, availability, representativeness), heuristics that produce predictable distortions, and noise (random variability in judgments that should be identical).

The Operation This Lineage Adopts

The first adoption is the two-system model. System 1 operates automatically, quickly, with little effort. It generates impressions, intuitions, and feelings. System 2 allocates attention to effortful mental activities: complex computations, deliberate reasoning, checking. System 1 proposes, System 2 endorses or overrides. Errors occur when System 1 generates an answer that feels right and System 2 fails to check it. The institutional equivalent is the recognition that caseworkers, assessors, and decision-makers operate under the same two-system architecture, and institutional decisions made under time pressure or cognitive load are vulnerable to System 1 errors.

The second adoption is noise as well as bias. Bias is systematic error in one direction. Noise is random variability: two judges see the same case and reach different conclusions, or the same judge sees the case at different times and reaches different conclusions. Kahneman's claim in Noise is that noise is often larger than bias and equally consequential. Institutions assume consistency: the same case evaluated by two caseworkers should reach the same conclusion. The assumption is false. Noise is structural. The audit reads for noise by asking: did the institution's actors reach consistent judgments on comparable cases, and when they did not, what accounted for the variability?

Where This Operates in the Methodology

The steel-man operation — Phase 6 — is shaped by the Kahnemanian recognition that System 1 errors are predictable and correctable. Before concluding an institution erred, the analyst asks: was the error a System 1 failure (availability bias, anchoring, representativeness), and if so, did the institution have procedures to catch it? If the institution had no error-checking procedures, the failure is structural. If the institution had procedures and they failed, the failure is operational.

The contradiction taxonomy includes modality shift: confidence exceeds evidence. The category operates on the Kahnemanian recognition that System 1 generates confident judgments from thin evidence, and System 2 must check whether the confidence is justified. An institution makes a confident claim from one data point. The confidence is a System 1 product. The audit names the modality shift.

What Is Not Adopted

Replication-fragile findings are not adopted as settled. Kahneman's early work on heuristics and biases has replicated robustly. Some specific effects documented in Thinking, Fast and Slow have not. The audit does not depend on every finding in the book being correct. It depends on the structural recognition: judgment systems err predictably, and noise is real.

Invented percentages from Thinking, Fast and Slow are not adopted. The book includes illustrative examples and thought experiments. The audit cites Kahneman's framework, not his examples, and only when the institutional record supports the application.

The Institutional Failure Mode the Discipline Catches

The failure mode is the institution that assumes consistency and does not measure noise. Two caseworkers assess similar cases and reach opposite conclusions. The institution treats both conclusions as correct because both followed procedure. The audit asks: what accounts for the divergence? If the cases were comparable and the conclusions opposite, the divergence is noise. Noise is not error in the sense that one answer is right and one wrong. Noise is variability where there should be consistency. The institution that does not measure noise cannot reduce it.

The Standard the Work Is Measured Against

Kahneman set a standard for documenting error systematically. Judgment systems err in predictable ways. The errors can be measured, named, and reduced. The audit is measured against the same standard: does the audit distinguish bias from noise, name where the institution's judgments varied unpredictably, and test whether the institution had procedures to reduce variability? If the audit conflates all error as bias, the audit has missed the noise. If the audit names both, the audit has met the standard.
